The best guy I know for Ba Gua in San Francisco is Isaac Kamins, he teaches the Ba Gua of Kumar Frantzis, author of "The Power of Internal Martial Arts". Emphasis is on qi and fighting applications.

There are others too, and in the east bay as well!

I would also recommend seeing as many different schools as possible - some stress meditation, others fighting - shop around to find one that fits your goals.
